นายฉัตรชัย บางชวด เลขาธิการสภาความมั่นคงแห่งชาติ พร้อมด้วยคณะผู้แทนส่วนราชการที่เกี่ยวข้อง ได้แก่ กองทัพบก กองบัญชาการตำรวจสืบสวนสอบสวนอาชญากรรมทางเทคโนโลยี และสำนักงานคณะกรรมการป้องกันและปราบปรามยาเสพติด เดินทางไปราชการ ณ สาธารณรัฐแห่งสหภาพเมียนมา ระหว่างวันที่ ๒๖ – ๒๙ สิงหาคม ๒๕๖๙ ตามคำเชิญของนาย Tin Aung San ที่ปรึกษาด้านความมั่นคงเมียนมาและรัฐมนตรีสหภาพประจำสำนักงานประธานาธิบดี โดยการเยือนดังกล่าวมีจุดประสงค์เพื่อพัฒนาความร่วมมือในการประสานงานด้านความมั่นคงกับเมียนมา และติดตามการดำเนินการตามผลการเยือนไทยของประธานาธิบดีเมียนมา โดยเฉพาะการดำเนินการเพื่อจัดการปัญหาอาชญากรรมข้ามชาติ
ในโอกาสดังกล่าว เลขาธิการสภาความมั่นคงแห่งชาติและคณะฯ ได้พบหารือกับผู้แทนระดับสูงของหน่วยงานด้านความมั่นคงของเมียนมา ได้แก่ พลเอก เย วิน อู ผู้บัญชาการทหารสูงสุดพลเรือเอกโม อ่อง สมาชิกสภาที่ปรึกษาแห่งสหภาพเมียนมา และพลโท Soe Hlaing ผู้บัญชาการตำรวจแห่งชาติ เลขาธิการคณะกรรมการกลางเพื่อการควบคุมยาเสพติดแห่งสาธารณรัฐแห่งสหภาพเมียนมา (CCDAC) ทั้งสองฝ่ายได้แลกเปลี่ยนข้อคิดเห็นเกี่ยวกับสถานการณ์และประเด็นความมั่นคงที่มีความสำคัญร่วมกัน โดยเฉพาะสถานการณ์ความมั่นคงบริเวณชายแดนไทย – เมียนมา รวมถึงแนวทางในการส่งเสริมความร่วมมือระหว่างหน่วยงานด้านความมั่นคงให้มีความใกล้ชิดและเป็นรูปธรรมมากยิ่งขึ้น ซึ่งฝ่ายเมียนมาได้เน้นย้ำการดำเนินนโยบายเพื่อปราบปรามอาชญากรรมออนไลน์ (Online Scam) และยาเสพติดอย่างเข้มงวด ขณะที่เลขาธิการสภาความมั่นคงแห่งชาติเน้นย้ำความพร้อมของไทยในการสนับสนุนการเจรจาระหว่างรัฐบาลเมียนมากับกลุ่มต่าง ๆ
นอกจากนี้ เลขาธิการสภาความมั่นคงแห่งชาติยังได้หารือทวิภาคีร่วมกับนาย Tin Aung San ที่ปรึกษาด้านความมั่นคงเมียนมาและรัฐมนตรีสหภาพประจำสำนักงานประธานาธิบดี โดยมีสาระสำคัญดังนี้ (๑) ข้อเสนอในการจัดตั้งกลไกการหารือด้านความมั่นคงระดับยุทธศาสตร์ (Security Dialogue) เพื่อเป็นช่องทางในการประสานการทำงานระหว่างหน่วยงานด้านความมั่นคง (๒) สถานการณ์การค้าและการบริหารจัดการชายแดนไทย – เมียนมา โดยฝ่ายไทยได้เน้นย้ำถึงความสำคัญของการรักษาความต่อเนื่องของการค้าชายแดนและการดำเนินงานของจุดผ่านแดน โดยเฉพาะการใช้สะพานมิตรภาพฯ แห่งที่ ๒ (๓) สถานการณ์อาชญากรรมข้ามชาติ โดยฝ่ายไทยได้ให้ข้อมูลเกี่ยวกับฐานที่มั่นของกลุ่มอาชญากรบริเวณชายแดน ขณะที่ฝ่ายเมียนมาเห็นพ้องที่จะร่วมมือกับไทยในการแลกเปลี่ยนข้อมูลเชิงลึกเกี่ยวกับเครือข่ายอาชญากร (๔) สถานการณ์สิ่งแวดล้อมข้ามแดน โดยฝ่ายไทยเน้นย้ำให้มีการจัดการหารือ/การประชุมภายใต้ขอบเขตการหารือ (Terms of Reference : TOR) ว่าด้วยคณะทำงานร่วมด้านการจัดการคุณภาพน้ำในแม่น้ำข้ามพรมแดน (Joint Working Group on Water Quality Management in Boundary and Transboundary Rivers) และ ๕) สถานการณ์ภายในเมียนมาและความสัมพันธ์กับอาเซียน โดยฝ่ายเมียนมาได้ขอบคุณไทยในการสนับสนุนให้เมียนมากลับมามีความสัมพันธ์กับอาเซียน และการสนับสนุนกระบวนการเจรจาสันติภาพในเมียนมา
การเยือนเมียนมาในครั้งนี้นับเป็นโอกาสสำคัญในการ กระชับความสัมพันธ์และสร้างความไว้เนื้อเชื่อใจระหว่างหน่วยงานด้านความมั่นคงของไทยและเมียนมา ตลอดจน ส่งเสริมช่องทางการประสานงานและความร่วมมือในประเด็นที่เป็นผลประโยชน์ร่วมกัน โดยสำนักงานสภาความมั่นคงแห่งชาติจะนำผลจากการหารือไปประสานและขับเคลื่อนร่วมกับหน่วยงานที่เกี่ยวข้อง เพื่อส่งเสริมความมั่นคงตามแนวชายแดนและแก้ไขปัญหาอาชญากรรมข้ามชาติ เพื่อความมั่นคงของประชาชนและภูมิภาคต่อไป
Mr. Chatchai Bangchaud, Secretary-General of the National Security Council (NSC) of Thailand and representatives from relevant Thai security agencies, including the Royal Thai Army, the Cyber Crime Investigation Bureau (CCIB), and the Office of the Narcotics Control Board (ONCB), paid a visit to the Republic of the Union of Myanmar on 26–29 August 2026. The visit was undertaken ay the invitation of H.E. U Tin Aung San, National Security Advisor of Myanmar and Union Minister for the President’s Office. The visit aimed to strengthening security coordination and cooperation between Thailand and Myanmar, as well as to following up on the outcomes of the Myanmar President’s visit to Thailand, particularly combating transnational crime.
During the visit, the Secretary-General paid courtesy calls on senior representatives of Myanmar’s security agencies, including General Ye Win Oo, Commander-in-Chief of Defence Services; H.E. U Moe Aung, Member of the Union Consultative Council; and Lieutenant General Soe Hlaing, Chief of the Myanmar Police Force and Secretary of the Central Committee for Drug Abuse Control (CCDAC). Both sides exchanged views on the security situation along the Thailand–Myanmar border, and cooperation between the security agencies of the two countries. During the discussions, the Myanmar side reaffirmed its commitment to tackling online scam and illicit drugs, while the Thai side reiterated Thailand’s readiness to support peace dialogue between the Myanmar Government and all stakeholders to promote peace and stability in Myanmar.
The Secretary-General also held a bilateral meeting with H.E. U Tin Aung San, National Security Advisor of Myanmar and Union Minister for the President’s Office. Key issues discussed included: 1. Thailand–Myanmar Security Dialogue: Thailand proposed the establishment of Security Dialogue, a mechanism for security coordination and cooperation at strategic level. 2. Thailand–Myanmar Border Management and Cross-Border Trade: Thailand underscored the importance of maintaining cross-border trade and the operation of border check points, particularly the utilization of the Second Thailand–Myanmar Friendship Bridge. 3. Transnational Crime: Thailand shared information about criminal networks operating along the border while the Myanmar side agreed to enhance cooperation with Thailand through the exchange of intelligence information on criminal networks. 4. Transboundary Environmental Issues: Thailand emphasized the importance of convening discussions and meetings under the Terms of Reference (TOR) of the Joint Working Group on Water Quality Management in Boundary and Transboundary Rivers to addressing water quality and other environmental issues affecting communities across the border. 5. Myanmar’s situation and Myanmar–ASEAN Relations: The Myanmar side expressed appreciation for Thailand’s support in facilitating Myanmar’s engagement with ASEAN, as well as Thailand’s constructive support for the peace process in Myanmar.
The visit provided an important opportunity to further strengthen relations and mutual trust between the security agencies of Thailand and Myanmar, while enhancing channels of communication and cooperation of mutual interests. The NSC will follow up on the outcomes of the discussions in close coordination with relevant agencies particularly focus on promoting security and stability along the Thailand–Myanmar border and combating transnational crime, thereby contributing to the security and well-being of the people of both countries and to peace and stability in the region.
