เมื่อวันที่ ๑๘ ธันวาคม ๒๕๖๘ นายฉัตรชัย บางชวด เลขาธิการสภาความมั่นคงแห่งชาติ ให้การต้อนรับ นายยูร์ก มอนทานิ ผู้อำนวยการสำนักงานภูมิภาคกรุงเทพฯ คณะกรรมการกาชาดระหว่างประเทศ (ICRC) ประจำประเทศไทย และคณะ เพื่อหารือประเด็นที่เกี่ยวข้องกับพันธกิจของคณะกรรมการกาชาดระหว่างประเทศ ในการให้ความช่วยเหลือด้านมนุษยธรรมแก่บุคคลที่รับผลกระทบจากสถานการณ์ความขัดแย้งและความไม่สงบที่เกิดขึ้น โดยเฉพาะสถานการณ์ความมั่นคงบริเวณชายแดนไทย – กัมพูชา
ทั้งสองฝ่ายได้แลกเปลี่ยนข้อมูลในประเด็นความมั่นคงที่สำคัญ อาทิ การปฏิบัติตามหลักกฎหมายระหว่างประเทศและหลักสิทธิมนุษยชน การดูแลเชลยศึกชาวกัมพูชา จำนวน ๑๘ ราย และการดำเนินการตามข้อตกลงหยุดยิงอย่างมีประสิทธิภาพ รวมไปถึงสนับสนุนการช่วยเหลือด้านมนุษยธรรมในพื้นที่ชายแดนไทย – เมียนมา ในการนี้ นายฉัตรชัย บางชวด ได้ยืนยันว่าการปฏิบัติการทางทหารของฝ่ายไทยเป็นไปตามหลักการตอบโต้ตามสัดส่วน (proportional response) และยังคงยึดมั่นในการเคารพกฎหมายระหว่างประเทศที่เกี่ยวข้องมาโดยตลอด และมีความโปร่งใสพร้อมให้ความร่วมมือกับคณะกรรมการกาชาดระหว่างประเทศอย่างเต็มที่
On December 18, 2025, Mr. Chatchai Bangchuad, Secretary-General of the National Security Council (NSC), welcomed Mr. Jürg Montani, Head of the International Committee of the Red Cross (ICRC) Regional Delegation in Bangkok, and his team. The meeting focused on the ICRC’s mission to provide humanitarian assistance to those affected by conflict, with a particular emphasis on the security situation along the Thai-Cambodian border.
Both sides exchanged views on critical security matters, including: 1) Adherence to international law and human rights principles. 2) The proper treatment of 18 detained soldiers. 3) The effective implementation of the Joint Statement on ceasefire. 4) Support for humanitarian assistance in the Thai-Myanmar border areas.
During the discussion, Secretary-General reaffirmed that Thailand’s military operations were conducted in strict accordance with the principle of proportionality. He emphasized Thailand’s unwavering commitment to relevant international law, maintaining transparency, and its readiness to cooperate with the ICRC.
