เมื่อวันที่ 18 – 20 สิงหาคม 2569 สำนักงานสภาความมั่นคงแห่งชาติ เป็นเจ้าภาพร่วมกับ Asia Dialogue on Forced Migration (ADFM) และ International Detention Coalition (IDC) จัดการประชุมแลกเปลี่ยนเรียนรู้ระดับภูมิภาคเอเชียแปซิฟิกว่าด้วยแนวทางทางเลือกแทนการกักตัวเด็กในบริบทของการโยกย้ายถิ่นฐาน ครั้งที่ 9 ประจำปี พ.ศ. 2569 ณ กรุงเทพมหานคร จังหวัดราชบุรี และจังหวัดกาญจนบุรี โดยมี นายไผท สิทธิสุนทร ผู้ช่วยเลขาธิการสภาความมั่นคงแห่งชาติ กล่าวต้อนรับผู้แทนจากประเทศออสเตรเลีย อินโดนีเซีย มาเลเซีย และนิวซีแลนด์ รวมทั้งหน่วยงานภาครัฐ ภาคประชาสังคม องค์การระหว่างประเทศ นักวิชาการ และภาคส่วนที่เกี่ยวข้อง
การประชุมดังกล่าวนำไปสู่การแลกเปลี่ยนองค์ความรู้ ประสบการณ์ และแนวปฏิบัติที่ดีระหว่างประเทศ รวมทั้งการสร้างความเข้าใจร่วมเกี่ยวกับมาตรการทางเลือกแทนการกักตัวเด็กในบริบทการโยกย้ายถิ่นฐาน โดยผู้เข้าร่วมได้แลกเปลี่ยนบทเรียนจากการดำเนินงานจริงและหารือความท้าทายด้านการบริหารจัดการผู้ลี้ภัยและผู้โยกย้ายถิ่นฐาน อันนำไปสู่ข้อเสนอสำหรับ การพัฒนามาตรการที่คำนึงถึงประโยชน์สูงสุดของเด็กและการคุ้มครองกลุ่มเปราะบาง ควบคู่กับการบริหารจัดการการโยกย้ายถิ่นฐานและการรักษาความมั่นคงของประเทศ
นอกจากนี้ ผู้เข้าร่วมได้ศึกษาดูงาน ณ พื้นที่พักพิงชั่วคราวบ้านถ้ำหิน จังหวัดราชบุรี และโรงงานเอสอีดับเบิ้ลยูที จังหวัดกาญจนบุรี เพื่อรับฟังประสบการณ์จากผู้ปฏิบัติงานและผู้เกี่ยวข้องในพื้นที่ รวมทั้งแลกเปลี่ยนแนวทางการส่งเสริมการพึ่งพาตนเอง (Self-Reliance) ของผู้หนีภัยการสู้รบจากเมียนมา ซึ่งช่วยให้ผู้เข้าร่วมได้เห็นตัวอย่างการดำเนินงานในระดับพื้นที่และปัจจัยที่เอื้อต่อการนำแนวคิดเชิงนโยบายไปสู่การปฏิบัติ
ทั้งนี้ สมช. จะสานต่อความร่วมมือกับ ADFM IDC ประเทศพันธมิตร และภาคีเครือข่ายที่เกี่ยวข้อง เพื่อนำบทเรียนและแนวปฏิบัติที่ได้รับไปต่อยอดในการพัฒนานโยบายและกลไกการดำเนินงานของไทย และสนับสนุนให้มาตรการทางเลือกแทนการกักตัวสามารถนำไปใช้ได้อย่างเหมาะสมและเป็นรูปธรรมต่อไป
From 18–20 August 2026, the Office of the National Security Council (NSC) of Thailand, in partnership with the Asia Dialogue on Forced Migration (ADFM) and the International Detention Coalition (IDC), co-hosted the 9th the Regional Peer Learning Platform on Alternatives to Detention for Children in the Context of Migration in Bangkok, Ratchaburi, and Kanchanaburi.
The event was welcomed by Mr. Patai Sidisunthorn, Assistant Secretary-General of the NSC, and brought together representatives from Australia, Indonesia, Malaysia, and New Zealand, alongside Thai government agencies, civil society organizations, international organizations, academia, and other relevant stakeholders.
The regional exchange provided an important platform for sharing knowledge, practical experiences, and good practices on alternatives to child detention in migration contexts. Participants reflected on lessons learned from implementation, discussed emerging challenges in refugee and migration management, and explored practical approaches that prioritize the best interests of children and the protection of vulnerable groups, while supporting effective migration management and national security.
As part of the programme, participants visited Tham Hin Temporary Shelter Area in Ratchaburi and SEWT Factory in Kanchanaburi to learn directly from practitioners and stakeholders on the ground. The visits provided valuable insights into self-reliance opportunities for Myanmar Displaced Persons, demonstrating how policy approach can be translated into practical solutions at the local level.
The exchange strengthened regional partnerships and connected international good practices with Thailand’s experience on the ground, providing valuable lessons for further developing Thailand’s policies and mechanisms for managing irregular migration and protecting children and other vulnerable groups.
Looking ahead, the NSC will continue working closely with ADFM, IDC, partner countries, and relevant stakeholders to build on the lessons and good practices shared through the exchange. These efforts will support the further development of practical, context-sensitive alternatives to detention in Thailand, while maintaining an appropriate balance between humanitarian considerations, child protection, and national security.
