ระหว่างวันที่ ๒๑ – ๒๒ พฤษภาคม ๒๕๖๙ นายฉัตรชัย บางชวด เลขาธิการสภาความมั่นคงแห่งชาติ พร้อมด้วยผู้บริหารและเจ้าหน้าที่สำนักงานสภาความมั่นคงแห่งชาติ (สมช.) รวมทั้งผู้แทนจากหน่วยงานที่เกี่ยวข้อง ได้แก่ กระทรวงมหาดไทย กระทรวงการต่างประเทศ และกรมการปกครอง เดินทางไปราชการ ณ อำเภอแม่สอด จังหวัดตาก เพื่อประชุมติดตามความคืบหน้าการดำเนินงานตามมติคณะรัฐมนตรีเมื่อวันที่ ๒๖ สิงหาคม ๒๕๖๘ เรื่อง “มาตรการบริหารจัดการการทำงานของคนต่างด้าวที่พำนักอยู่ในพื้นที่พักพิงชั่วคราวสำหรับผู้หนีภัยการสู้รบจากเมียนมา” รวมทั้งลงพื้นที่ตรวจเยี่ยมพื้นที่พักพิงชั่วคราวฯ บ้านแม่หละ ซึ่งเป็นหนึ่งในพื้นที่เป้าหมายสำคัญของการดำเนินมาตรการดังกล่าว
การลงพื้นที่ในครั้งนี้มีวัตถุประสงค์เพื่อติดตามผลการดำเนินงาน รับทราบความคืบหน้า ปัญหา อุปสรรค และข้อจำกัดที่เกิดขึ้นจากการนำมาตรการไปสู่การปฏิบัติ ตลอดจนประเมินผลการดำเนินงานในภาพรวม เพื่อให้หน่วยงานที่เกี่ยวข้องสามารถปรับปรุงแนวทางการดำเนินงานให้มีประสิทธิภาพมากยิ่งขึ้น และนำไปสู่การแก้ไขปัญหาผู้หนีภัยการสู้รบจากเมียนมาอย่างเป็นระบบ มีมนุษยธรรม และยั่งยืน
ในโอกาสดังกล่าว นางสาวแทมมี่ ลินน์ ชาร์ป (Ms. Tammi Lynn Sharpe) ผู้แทนสำนักงานข้าหลวงใหญ่ผู้ลี้ภัยแห่งสหประชาชาติ (UNHCR) ประจำประเทศไทย พร้อมคณะ ได้เข้าร่วมการหารือ ณ พื้นที่พักพิงชั่วคราวฯ บ้านแม่หละ โดย UNHCR ถือเป็นหุ้นส่วนสำคัญของประเทศไทยในการสนับสนุนการดำเนินงานด้านการคุ้มครองและช่วยเหลือผู้หนีภัยการสู้รบ ตลอดจนการส่งเสริมแนวทางแก้ไขปัญหาอย่างยั่งยืน ภายใต้หลักมนุษยธรรมและกรอบความร่วมมือระหว่างประเทศ
เลขาธิการสภาความมั่นคงแห่งชาติได้เน้นย้ำถึงความสำคัญของการบูรณาการความร่วมมือระหว่างหน่วยงานภาครัฐ องค์กรระหว่างประเทศ และภาคส่วนที่เกี่ยวข้อง ในการขับเคลื่อนมาตรการตามมติคณะรัฐมนตรีให้เกิดผลอย่างเป็นรูปธรรม โดยเฉพาะการส่งเสริมโอกาสในการประกอบอาชีพอย่างถูกต้องตามกฎหมาย การลดความเปราะบางของผู้หนีภัยการสู้รบ และการบริหารจัดการสถานการณ์ให้สอดคล้องกับบริบทด้านความมั่นคง มนุษยธรรม และการพัฒนาที่ยั่งยืน
การประชุมและการลงพื้นที่ครั้งนี้สะท้อนถึงความมุ่งมั่นของรัฐบาลไทยในการดำเนินนโยบายด้านการบริหารจัดการผู้หนีภัยการสู้รบอย่างสมดุล ควบคู่กับการรักษาความมั่นคงของประเทศ การคำนึงถึงหลักมนุษยธรรม และการส่งเสริมความร่วมมืออันใกล้ชิดกับ UNHCR และหน่วยงานที่เกี่ยวข้อง เพื่อร่วมกันแสวงหาแนวทางแก้ไขปัญหาที่มีประสิทธิภาพและยั่งยืนต่อไป
During 21–22 May 2026, Mr. Chatchai Bangchuad, Secretary-General of the National Security Council (NSC), together with NSC executives and officials, as well as representatives from relevant agencies, including the Ministry of Interior, the Ministry of Foreign Affairs, and the Department of Provincial Administration, conducted an official visit to Mae Sot District, Tak Province. The visit aimed to review progress in implementing the Cabinet Resolution of
26 August 2025 on “Measures for the Management of Employment of Foreign Nationals Residing in Shelter Areas for Myanmar Displaced Persons (MDPs).” The delegation visited at the Mae La Temporary Shelter, one of the key pilot areas for the implementation of the measures.
The field visit provided an opportunity to monitor implementation efforts, assess progress, and identify challenges, obstacles, and operational limitations encountered in carrying out the measures. It also served as a platform to evaluate overall outcomes and explore ways to further enhance the effectiveness of implementation. These efforts are intended to contribute to a more systematic, humanitarian, and sustainable approach to addressing issues related to MDPs.
During the visit, Ms. Tammi Lynn Sharpe, Representative of the United Nations High Commissioner for Refugees (UNHCR) in Thailand, together with her delegation, participated in discussions at the Mae La Temporary Shelter. UNHCR remains a key partner of Thailand in supporting protection and assistance efforts for persons fleeing armed conflict, while also promoting durable solutions in accordance with humanitarian principles and international cooperation frameworks.
On this occasion, the Secretary-General of the National Security Council underscored the importance of strengthened cooperation among government agencies, international organizations, and other relevant stakeholders in advancing the implementation of the Cabinet-approved measures. The discussion focused on expanding access to lawful employment opportunities, reducing vulnerabilities among persons fleeing armed conflict, and ensuring that policy implementation remains responsive to security considerations, humanitarian concerns, and sustainable development objectives.
The meeting and field visit underscored the Royal Thai Government’s continued commitment to pursuing a balanced and comprehensive approach to the management of Myanmar Displaced Persons (MDPs), one that safeguards national security while upholding humanitarian principles. The visit also reaffirmed the importance of close collaboration between Thailand, UNHCR, and other relevant partners in advancing practical, effective, and sustainable solutions to displacement challenges, while promoting stability and resilience in the region.
