นายพิชญเดช โอสถานนท์ ผู้อำนวยการกองความมั่นคงกิจการชายแดนและประเทศรอบบ้าน สำนักงานสภาความมั่นคงแห่งชาติ ได้เข้าร่วมการประชุมคณะกรรมการชายแดนส่วนภูมิภาค (RBC) ไทย – มาเลเซีย ครั้งที่ ๑๑๘ ณ รัฐปีนัง ประเทศมาเลเซีย ระหว่างวันที่ ๑๒-๑๔ พฤษภาคม ๒๕๖๙ โดยมี พลโท ดาโต๊ะ ไครูล อัซมิซัล บิน อะหมัด นาตัล ผู้บัญชาการกองกำลังกองทัพบกสนามภาคตะวันตกมาเลเซีย และ พลตรี ชาคริต อุจะรัตน รองแม่ทัพภาคที่ ๔ เป็นประธานร่วม
ในการประชุม ทั้งสองฝ่ายได้หารือและแลกเปลี่ยนความคิดเห็นอย่างเป็นมิตร สะท้อนถึงความสัมพันธ์อันแน่นแฟ้นและความร่วมมืออันดีระหว่างกัน โดยฝ่ายไทยได้รายงานความคืบหน้าการดำเนินงานเกี่ยวกับโครงการก่อสร้างรั้วเดี่ยวบริเวณบ้านด่านนอก – บูกิตกายูฮิตัม พร้อมทั้งเสนอแนวคิดการฟื้นฟูและสร้างความเชื่อมั่นภายหลังสถานการณ์อุทกภัยในอำเภอหาดใหญ่ ผ่านแคมเปญ “Stronger Together: Visit Hat Yai” นอกจากนี้ ยังได้สรุปผลการดำเนินงานด้านการให้ความช่วยเหลือทางการศึกษา การพัฒนาท้องถิ่น ตลอดจนการสนับสนุนกิจกรรมทางศาสนาแก่พี่น้องมุสลิมในพื้นที่จังหวัดชายแดนภาคใต้ของไทย
ขณะเดียวกัน ฝ่ายมาเลเซียได้แจ้งความคืบหน้างาน ได้แก่ ๑) การทดลองใช้ระบบตรวจคนเข้าเมืองแบบบูรณาการแห่งชาติ (NIISe) ซึ่งเริ่มดำเนินการแล้ว ณ จุดผ่านแดนบางแห่ง โดยระบบดังกล่าวเป็นแพลตฟอร์มดิจิทัลสำหรับตรวจคนเข้าเมืองรูปแบบใหม่ที่นำเทคโนโลยีปัญญาประดิษฐ์ (AI) มาช่วยเพิ่มประสิทธิภาพการดำเนินงาน ๒) การปรับเวลาเปิดพรมแดน ณ ด่านรันเตาปันยัง ด่านเปิงกาลันกูโบร์ และด่านบูกิตบุหงา ให้เร็วขึ้น ๑ ชั่วโมง ให้สอดคล้องกับเวลาทำการท้องถิ่นของฝั่งไทย เพื่อช่วยอำนวยความสะดวกให้แก่ผู้สัญจรข้ามแดน โดยเฉพาะกับประชาชนและนักเรียนที่เดินทางข้ามแดนในพื้นที่เป็นประจำทุกวัน และ ๓) การกลับมาเปิดให้บริการเรือโดยสารข้ามฟากระหว่างกัวลาเปอร์ลิสและท่าเรือตำมะลัง จังหวัดสตูล ซึ่งมาเลเซียเคยสั่งระงับการให้บริการไปในช่วงการแพร่ระบาดของโรคโควิด-๑๙ ทั้งนี้ เพื่อส่งเสริมการท่องเที่ยวและกระตุ้นกิจกรรมทางเศรษฐกิจในพื้นที่
Mr. Pitchayadet Osathanon, Director of the Division of Border Security and Neighboring Countries Affairs participated in the 118th Meeting of the Regional Border Committee (RBC) Thailand–Malaysia, held in Penang from 12 – 14 May 2026. The meeting was co-chaired by Lt. Gen. Dato’ Khairul Azmizal bin Ahmad Natal, Commander of Army Field Command West of the Malaysian Army, and Maj. Gen. Chakrit Ucharattana, Deputy Commanding General of the 4th Army Area, Royal Thai Army.
During the Meeting, both sides exchanged views on matters of mutual interest, reflecting the longstanding friendship, mutual trust, and close cooperation between Thailand and Malaysia. The Thai side provided an update on the construction of the single-border fence along the Ban Dan Nok – Bukit border area. In addition, the Thai side proposed the “Stronger Together: Visit Hat Yai campaign to revitalise local tourism sector following the recent flooding incident. The Thai side also briefed the meeting on efforts to promote educational assistance, advance local development, and support religious activities for Muslim communities in Thailand’s southern border provinces.
Meanwhile, the Malaysian side briefed the meeting on three key issues: (1) the implementation of the National Integrated Immigration System (NIISe), which has been tested at several border checkpoints. This new digital immigration platform incorporates Artificial Intelligence (AI) technology to enhance operational efficiency; (2) the revision of operating hours at the Immigration, Customs, Quarantine and Security (ICQS) Complexes in Rantau Panjang, Pengkalan Kubor, and Bukit Bunga, whereby operating hours have been advanced by one hour to align with operating hours on the Thai side. This adjustment aims to facilitate cross-border movement, particularly for residents and students who commute daily across the border; and (3) Malaysia’s intention to resume passenger ferry services between Kuala Perlis and Tam Malang Pier in Satun, which had previously been suspended during the COVID-19 outbreak. The resumption of the service is expected to further promote tourism and stimulate economic activities along the border areas.
