เมื่อวันที่ 24-25 มีนาคม 2569 สำนักงานสภาความมั่นคงแห่งชาติ (สมช.) โดย กองความมั่นคงเกี่ยวกับภัยคุกคามข้ามชาติ กองความมั่นคงระหว่างประเทศ และกองความมั่นคงทางทะเล ร่วมกับ สหภาพยุโรป และประเทศญี่ปุ่น เป็นเจ้าภาพร่วมในการจัดการสัมมนาเชิงปฏิบัติการการรับมือภัยคุกคามทางไซเบอร์ที่มีผลกระทบต่อความมั่นคงทางทะเล หัวข้อ “Improved Cyber Resilience in the Maritime Domain, More Sustainable Supply Chains” โดยมีวัตถุประสงค์เพื่อเสริมสร้างความยืดหยุ่นและพร้อมรับมือต่อภัยคุกคามทางไซเบอร์ในระบบห่วงโซ่อุปทานทางทะเล
การสัมมนาในครั้งนี้ เป็นความร่วมมือภายใต้โครงการ Enhancing the EU’s Security Cooperation In & With Asia & the Indo-Pacific หรือ ESIWA+ และมีผู้เข้าร่วมจากหน่วยงานด้านความมั่นคงปลอดภัยทางไซเบอร์และหน่วยงานด้านกิจการทางทะเลจากประเทศไทย อินโดนีเซีย มาเลเซีย ฟิลิปปินส์ สิงคโปร์ เวียดนาม ญี่ปุ่น และประเทศสมาชิกสหภาพยุโรป โดยผู้เข้าร่วมได้แลกเปลี่ยนมุมมองต่อภัยคุกคามทางไซเบอร์ที่กระทบต่อความมั่นคงทางทะเล กฎหมายและแนวทางการรับมือกับภัยคุกคามดังกล่าว และแนวทางความร่วมมือในอนาคต
นอกจากนี้ ผู้เข้าร่วมสัมมนายังได้ร่วมกันวิเคราะห์กรณีศึกษาจากสถานการณ์จริง ซึ่งนำเสนอโดยผู้เชี่ยวชาญจากศูนย์ความเป็นเลิศด้านความมั่นคงปลอดภัยทางไซเบอร์ทางทะเล (Maritime Cybersecurity Centre of Excellence) จากประเทศโรมาเนีย และได้ศึกษาดูงาน ณ ท่าเรือกรุงเทพ โดยได้รับความอนุเคราะห์จากการท่าเรือแห่งประเทศไทยที่ให้เกียรติเป็นเจ้าภาพในการต้อนรับและให้ข้อมูลที่เกี่ยวกับการเสริมสร้างความมั่นคงปลอดภัยทางไซเบอร์และความยั่งยืนของห่วงโซ่อุปทานทางทะเล
ความสำเร็จของสัมมนาครั้งนี้ สะท้อนให้เห็นถึงความมุ่งมั่นร่วมกันในการรักษาความมั่นคงทางทะเล

From 24-25 March 2026, the Office of the National Security Council of Thailand (NSC), the European Union and Japan, co-hosted a regional seminar on addressing cyber threats impacting maritime security. The seminar, titled “Improved Cyber Resilience in the Maritime Domain, More Sustainable Supply Chains,” was organized to enhance the resilience and response capabilities of maritime supply chains against evolving digital threats.
The event, organized under the ESIWA+ Project, brought together cybersecurity and maritime authorities from Thailand, Indonesia, Malaysia, the Philippines, Singapore, Vietnam, Japan, and European Union member states. Participants engaged in knowledge exchanges regarding the current cyber threat landscape, international legal frameworks, and future collaboration.
The seminar consisted of practical learning, particularly on the second day when participants explored real-world case studies presented by experts from the Maritime Cybersecurity Centre of Excellence from Constanţa, Romania. Moreover, the participants also conducted a study visit to the Bangkok Port, which was graciously hosted by the Port Authority of Thailand, who shared information on implementing robust cybersecurity measures and ensuring the long-term sustainability of maritime supply chains.
The success of this workshop underscores a shared commitment to safeguarding the maritime domain through international cooperation.
