เมื่อวันที่ ๒๓ มีนาคม ๒๕๖๙ ผู้บริหารสำนักงานสภาความมั่นคงแห่งชาติได้ให้การต้อนรับและหารือข้อราชการร่วมกับคณะผู้แทนสหภาพยุโรป ได้แก่นางเปาลา ปัมปาโลนี รองปลัดกระทรวงการต่างประเทศ ฝ่ายเอเชียและแปซิฟิก กระทรวงการต่างประเทศสหภาพยุโรป พร้อมด้วย นายคอสมิน โดบราน ผู้อำนวยการกองสันติภาพ ความเป็นหุ้นส่วน และการจัดการวิกฤต กระทรวงการต่างประเทศสหภาพยุโรป และพลจัตวา ดานาอิล แบฟ ผู้อำนวยการหน่วยข่าวกรอง คณะเสนาธิการทหารสหภาพยุโรป และคณะ ณ สำนักงานสภาความมั่นคงแห่งชาติ ทำเนียบรัฐบาล ในโอกาสเดินทางเยือนประเทศไทยอย่างเป็นทางการ
ทั้งสองฝ่ายได้มีโอกาสแลกเปลี่ยนหารือในประเด็นความมั่นคงที่สำคัญ อาทิ สถานการณ์ความมั่นคงระดับภูมิภาค ความร่วมมือด้านความมั่นคงระหว่างไทยและสหภาพยุโรป โดยเฉพาะการดำเนินความร่วมมือภายใต้โครงการ ESIWA+ ซึ่งถือเป็นพัฒนาการเชิงบวกด้านความมั่นคงที่มีร่วมกันระหว่างไทยและสหภาพยุโรปที่มีในห้วงที่ผ่านมา ตลอดจนการผลักดันแนวทางความร่วมมือด้านความมั่นคงระหว่างทั้งสองฝ่ายในอนาคต
นอกจากนี้ ผู้บริหารสำนักงานสภาความมั่นคงแห่งชาติยังได้เข้าร่วมการประชุมแลกเปลี่ยนการหารือด้านความมั่นคง (Security Exchange) กับผู้แทนสหภาพยุโรป ณ กระทรวงการต่างประเทศ โดยไทยให้ความสำคัญกับสหภาพยุโรปในฐานะพันธมิตรที่สำคัญ ซึ่งมีบทบาทส่งเสริมและสนับสนุนต่อเสถียรภาพ ความมั่นคง และความร่วมมือในประเด็นท้าทายรูปแบบใหม่ ในขณะที่สหภาพยุโรปเห็นว่าไทยเป็นประเทศหุ้นส่วนที่มีความสำคัญทางยุทธศาสตร์และเป็นพันธมิตรที่เชื่อถือได้ (Reliable Partner) ในภูมิภาค
ทั้งสองฝ่ายได้เห็นพ้องถึงความจำเป็นในการสานต่อและยกระดับความร่วมมือด้านความมั่นคงระหว่างกันให้มีความต่อเนื่อง เป็นรูปธรรม และมีพลวัตมากยิ่งขึ้น โดยมุ่งเน้นการสร้างความเข้มแข็งของกลไกความร่วมมือที่มีอยู่ การขยายขอบเขตความร่วมมือไปสู่ประเด็นใหม่ ๆ อันจะนำไปสู่การพัฒนาความสัมพันธ์เชิงยุทธศาสตร์ระหว่างไทยกับสหภาพยุโรปให้มีความแน่นแฟ้นและยั่งยืนต่อไป
On 23 March 2026, the executives of the Office of the National Security Council (NSC) welcomed the delegation from the European Union at the NSC, Government House, led by Ms. Paola Pampaloni, Deputy Managing Director for Asia and the Pacific, the European External Action Service, together with Mr. Cosmin Dobran, Director for Peace, Partnerships and Crisis Management, European External Action Service, and Brigadier General Danail Baev, Director of Intelligence, European Union Military Staff, on the occasion of their official visit to Thailand.
Both sides exchanged views on key security issues of mutual interest, including the regional security situation, as well as security cooperation between Thailand and the European Union. The ongoing cooperation under the Enhancing the EU’s Security Cooperation in and with Asia (ESIWA+) project was highlighted as a significant milestone that has driven positive momentum in Thailand–EU security relations in recent years. The way forward to strengthen security cooperation in the future was also discussed and explored.
In addition, the executives of the NSC were invited to be part of the Security Exchange discussion at the Ministry of Foreign Affairs. Thailand views the EU as a significant partner, acknowledging its constructive role in fostering regional stability, security, and cooperation, particularly in addressing emerging and non-traditional challenges. Meanwhile, EU views Thailand as a key strategic partner and a Reliable Partner within the region.
Thailand and the EU have agreed to further reinforce their security cooperation, focusing on strengthening existing mechanisms and expanding into emerging areas. These efforts aim to foster a closer, more sustainable, and resilient strategic relationship that can effectively adapt to future challenges.
