เปิดตัวอย่างเป็นทางการกับการประชุมวิชาการนานาชาติ “The 3rd UNESCO Global Forum on the Ethics of AI 2025” ท่ามกลางสายตาของผู้นำกว่า 104 ประเทศ รวมกว่า 1,000 คน ณ ห้องคอนเวนชัน เซ็นเตอร์ ชั้น 22 เซ็นทาราแกรนด์ เซ็นทรัลเวิลด์ กรุงเทพฯ

นางสาวแพทองธาร ชินวัตร นายกรัฐมนตรี เป็นประธานในพิธีเปิดการประชุมระดับนานาชาติ แสดงวิสัยทัศน์อย่างภาคภูมิ ระบุว่า AI ไม่ใช่เพียงเรื่องของเทคโนโลยี แต่คือเรื่องของ “คุณค่า ความเท่าเทียม และอนาคตของมนุษยชาติ” พร้อมชู 3 แนวทางหลัก กำหนดอนาคต AI ไทยอย่างมั่นคงและมีความรับผิดชอบ
📌 นำเสนอ “พลังบวก“ ของการใช้งาน AI ด้านต่างๆ เช่น การขับเคลื่อนการเกษตร การแพทย์ และการศึกษา โดยต้องเข้าถึงทุกภาคส่วน ทั้งประเทศที่กำลังพัฒนา หรือชุมชนที่เปราะบาง
📌 เป็นเครื่องมือช่วยป้องกันการเผยแพร่ข้อมูลหลอกลวง Deepfake การหลอกลวงทางโทรศัพท์หรือ Call center ผ่านการส่งเสริมการรู้เท่าทันดิจิทัล และความร่วมมือจากทุกภาคส่วน
📌 เน้น Human-Centric AI เสริมทักษะแรงงาน ไม่แย่งงานคน

นายกฯ ยังชูไทยเดินหน้าขับเคลื่อน ยุทธศาสตร์ชาติด้าน AI โดย “คณะกรรมการ AI แห่งชาติ” ด้วยเป้าหมายให้ AI เป็น“กลไกขับเคลื่อนเศรษฐกิจและสังคม” ส่งเสริมการลงทุนในโครงสร้างพื้นฐานด้าน AI ด้วยงบประมาณที่มีการจัดสรรแล้วกว่า 15.4 พันล้านดอลลาร์สหรัฐ โดยตั้งเป้า สร้างมูลค่าทางเศรษฐกิจไม่ต่ำกว่า 4,000 ล้านบาท ภายในปี 2570

ด้าน Audrey Azoulay, Director-General of UNESCO สะท้อนวิสัยทัศน์ว่า AI ไม่ได้เปลี่ยนแค่ชีวิตประจำวัน แต่กำลังกระทบถึง นโยบาย สังคม และความเสมอภาค ความท้าทายใหญ่คือ “ช่องว่างระหว่างผู้ที่เข้าถึงกับผู้ที่ถูกทิ้งไว้ข้างหลัง” ซึ่งกำลังขยายตัวขึ้นเรื่อย ๆ
UNESCO จึงเร่งสร้าง “มาตรฐานจริยธรรม AI ระดับโลก” พร้อมจับมือทุกภาคส่วน รัฐ เอกชน วิชาการ และประชาสังคม เพื่อร่วมกันออกแบบอนาคต AI ที่ โปร่งใส รับผิดชอบ และปลอดภัย โดยใช้เครื่องมือสำคัญอย่าง “UNESCO RAM” ที่เปิดให้ประเทศสมาชิกนำไปใช้จริง เพื่อผลักดัน AI ที่ปลอดภัยและยั่งยืนให้กับโลก

🌐 อีกหนึ่งไฮไลต์คือการเปิดตัว AI Governance Practice Center (AIGPC) หรือศูนย์ธรรมาภิบาลปัญญาประดิษฐ์ระดับภูมิภาค แห่งแรกในระดับเอเซีย ที่จะช่วยเสริมบทบาทไทยในฐานะ “Regional Anchor” ที่ทั่วโลกจับตา

นอกจากนี้ ในงาน ยังมีการเสวนาจากผู้เชี่ยวชาญ นักวิชาการ และตัวแทนจากนานาประเทศ ร่วมถกประเด็นจริยธรรม AI อย่างรับผิดชอบ ครอบคลุมทุกด้าน ทั้งสังคม สิทธิมนุษยชน และเทคโนโลยี พร้อมกิจกรรมแลกเปลี่ยนความรู้จากทุกภาคส่วน 🤝

Prime Minister of Thailand Paetongtarn Shinawatra unveils her bold vision to drive ethical AI for all, marking the grand opening of “The 3rd UNESCO Global Forum on the Ethics of AI 2025.” Thailand also pushes forward the launch of AIGPC – the first AI Governance Practice Center in Asia.

The international academic forum officially kicks off in Bangkok, with over 1,000 participants from 104 countries gathered at the Convention Centre, 22nd Floor, Centara Grand at CentralWorld.

Paetongtarn Shinawatra, Prime Minister of Thailand presided over the opening ceremony and delivered a visionary keynote, stating that AI is not merely about technology but a matter of “values, equality, and the future of humanity.”
She laid out three key principles shaping Thailand’s AI future with integrity and responsibility:
📌 Highlighting the positive power of AI to transform agriculture, healthcare, and education, with inclusive access for developing nations and vulnerable communities.
📌 A tool to combat misinformation, deepfakes, and call center scams through digital literacy and cross-sector collaboration.
📌 Emphasizing human-centric AI empowering, not replacing, the workforce by reskilling and upskilling citizens.

The Prime Minister also emphasized Thailand’s commitment to advancing its National AI Strategy under the National AI Committee, with the goal of positioning AI as a key driver of economic and social development. The government has allocated over USD 15.4 billion to invest in AI infrastructure, aiming to generate at least THB 4 billion in economic value by 2027.

🔍 On the global front, Audrey Azoulay, Director-General of UNESCO, emphasized that AI is not only transforming daily life but also reshaping policy, social structures, and equality.She warned of the growing gap between those who benefit from AI and those left behind, calling it a major global challenge.

UNESCO is therefore accelerating the creation of a global ethical standard for AI,working hand-in-hand with governments, academia, the private sector, and civil society to co-create an AI future that is transparent, accountable, and safe for all.
A key tool is the UNESCO RAM (UNESCO Readiness Assessment Methodology) currently the only global ethical AI framework available for real implementation by member states.

🌐 One of the major highlights was the launch of the AI Governance Practice Center (AIGPC) —the first regional center for AI governance in Asia, reinforcing Thailand’s growing leadership as a “Regional Anchor” for ethical AI.

The Forum also hosted expert panels, academic exchanges, and high-level dialogues with international representatives to explore responsible and ethical AI from multiple perspectives: society, human rights, and technology.🤝 Collaborative learning activities further enriched the dialogue among all sectors.
