เมื่อวันที่ 20 ตุลาคม 2568 นายรัชกรณ์ นภาพรพิพัฒน์ รองเลขาธิการสภาความมั่นคงแห่งชาติได้ต้อนรับนายปีเตอร์ วากเนอร์ (Peter Wagner) Head of the EU’s Service for Foreign Policy Instruments (FPI) ของสหภาพยุโรป และคณะ ในการเข้าเยี่ยมคารวะและหารือข้อราชการ ในโอกาสเดินทางเยือนไทย
ทั้งสองฝ่ายยินดีต่อความร่วมมือภายใต้โครงการ Enhancing Security Cooperation in and with Asia (ESIWA) และโครงการ Enhancing Security Cooperation in and with Asia and the Indo-Pacific (ESIWA+) ซึ่งเป็นโครงการความร่วมมือด้านความมั่นคงเพื่อแลกเปลี่ยนองค์ความรู้ ประสบการณ์และความเชี่ยวชาญระหว่างเจ้าหน้าที่ของทั้งสองฝ่ายในประเด็นความมั่นคง ๔ ด้าน ได้แก่ ความมั่นคงทางทะเล ความมั่นคงทางไซเบอร์ การต่อต้านการก่อการร้ายและแนวคิดสุดโต่งที่นิยมความรุนแรง และการบริหารวิกฤติ
นอกจากนี้ ทั้งสองฝ่ายยังได้แลกเปลี่ยนข้อมูลเกี่ยวกับสถานการณ์อาชญากรรมไซเบอร์ โดยเห็นว่า สถานการณ์อาชญากรรมไซเบอร์ในภูมิภาคยังคงรุนแรง และยังเชื่อมโยงกับอาชญากรรมอื่น ๆ อาทิ การฟอกเงิน และการหลอกลวงออนไลน์
นายปีเตอร์ วากเนอร์ ได้ชื่นชมบทบาทของ สมช. ในการร่วมสนับสนุนการจัดกิจกรรมต่าง ๆ ของโครงการ ESIWA และ ESIWA+ และพร้อมสนับสนุนไทยภายใต้โครงการ ESIWA+ ต่อไป
On 20 October 2025, Mr. Ruchakorn Napapornpipat, Deputy Secretary-General of the National Security Council, had a discussion with Mr. Peter Wagner, Head of the European Union’s Service for Foreign Policy Inst ruments (FPI), on the occasion of his visit to Thailand.
Both sides welcomed the ongoing cooperation, “Enhancing Security Cooperation in and with Asia” (ESIWA) and “Enhancing Security Cooperation in and with Asia and the Indo-Pacific” (ESIWA+), which serve as key platforms for exchanging knowledge, experience, and expertise between officials of both sides. They agreed to continue supporting joint activities under ESIWA+ in the four thematic areas; maritime security, cyber security, counter-terrorism and the prevention of violent extremism, and crisis management.
In addition, the two sides exchanged views on the situation of cybercrime, noting that cyber-related criminal activities in the region remain serious and are increasingly linked to other forms of crime, such as money laundering and online fraud.
Mr. Peter Wagner commended the Office of the National Security Council for its continuous support for the ESIWA+ activities, and expressed the EU’s readiness to further strengthen security cooperation with Thailand under the ESIWA+ projects.
