เมื่อวันที่ ๘ มิถุนายน ๒๕๖๙ นางสาวกันยารัตน์ อังคณาวิศัลย์ ผู้อำนวยการกองความมั่นคงภายในประเทศ ในฐานะผู้แทนรัฐบาลไทย เข้าร่วมการประชุมชี้แจงประเทศผู้บริจาค (Donor Briefing) ซึ่งจัดโดยสำนักงานข้าหลวงใหญ่ผู้ลี้ภัยแห่งสหประชาชาติ (UNHCR) โดยมี นายราอุฟ มาซู (Mr. Raouf Mazou) ผู้ช่วยข้าหลวงใหญ่ผู้ลี้ภัยแห่งสหประชาชาติ นางสาวแทมมี ลินน์ ชาร์ป (Ms. Tammi Lynn Sharp) ผู้แทน UNHCR ประจำประเทศไทย ผู้แทนหน่วยงานที่เกี่ยวข้อง และคณะทูตจากประเทศต่าง ๆ เข้าร่วมการประชุมฯ
ในการประชุมดังกล่าว ผู้แทนรัฐบาลไทยได้ชี้แจงความคืบหน้าการปรับเปลี่ยนนโยบายการแก้ไขปัญหาผู้หนีภัยจากการสู้รบจากเมียนมา (ผภร.) ซึ่งคณะรัฐมนตรีได้มีมติเห็นชอบเมื่อวันที่ ๒๖ สิงหาคม ๒๕๖๘ โดยเปิดโอกาสให้ ผภร. สามารถออกไปทำงานนอกพื้นที่พักพิงชั่วคราวได้ภายใต้เงื่อนไขที่เหมาะสมและเป็นไปตามกฎหมาย เพื่อส่งเสริมการเปลี่ยนผ่านจากการพึ่งพาความช่วยเหลือด้านมนุษยธรรมไปสู่การพึ่งพาตนเอง (Self-Reliance) อันจะช่วยให้ ผภร. สามารถประกอบอาชีพ มีรายได้ และดูแลตนเองและครอบครัวได้อย่างยั่งยืน
สมช. ในฐานะหน่วยงานด้านนโยบายความมั่นคง ได้จัดทำ “แผนการดำเนินการภาพรวม (Roadmap) รองรับการแก้ไขปัญหาผู้หนีภัยจากการสู้รบจากเมียนมา” เพื่อเป็นกรอบบูรณาการการดำเนินงานของหน่วยงานที่เกี่ยวข้อง และใช้เป็นแนวทางในการประสานความร่วมมือกับองค์กรระหว่างประเทศและประเทศผู้บริจาค เพื่อสนับสนุนการดำเนินงานในช่วงเปลี่ยนผ่านดังกล่าว
ประชุมได้แสดงความชื่นชมต่อบทบาทของประเทศไทยในการให้ความคุ้มครองและความช่วยเหลือด้านมนุษยธรรมแก่ ผภร. มาอย่างต่อเนื่องยาวนานกว่า ๔ ทศวรรษ รวมถึงความก้าวหน้าของนโยบายที่มุ่งส่งเสริมการพึ่งพาตนเอง โดยเฉพาะการอำนวยความสะดวกด้านเอกสารประจำตัวให้แก่ ผภร. ที่ได้รับอนุญาตให้ออกไปทำงาน ซึ่งเป็นปัจจัยสำคัญในการเข้าถึงการจ้างงานและการดำรงชีวิตอย่างถูกต้องตามกฎหมาย
นอกจากนี้ UNHCR และประเทศผู้บริจาคยังได้แสดงความพร้อมที่จะสนับสนุนประเทศไทยในช่วงการเปลี่ยนผ่าน ทั้งในด้านงบประมาณและความร่วมมือทางเทคนิค อาทิ การพัฒนาทักษะอาชีพ การฝึกอบรมเพื่อเพิ่มศักยภาพแรงงาน การเตรียมความพร้อมสำหรับการมีงานทำ และการเสริมสร้างศักยภาพของหน่วยงานที่เกี่ยวข้อง เพื่อสนับสนุนการดำเนินงานตาม Roadmap และส่งเสริมการพึ่งพาตนเองของ ผภร. อย่างเป็นรูปธรรม
การประชุมครั้งนี้สะท้อนถึงความเชื่อมั่นของประชาคมระหว่างประเทศต่อแนวทางของประเทศไทยในการบริหารจัดการปัญหาผู้หนีภัยจากการสู้รบจากเมียนมาอย่างสมดุล โดยคำนึงถึงมิติด้านมนุษยธรรม ความมั่นคง และการพัฒนาที่ยั่งยืน ควบคู่กับการส่งเสริมความร่วมมือระหว่างประเทศไทย UNHCR และภาคีระหว่างประเทศในการขับเคลื่อนแนวทางแก้ไขปัญหาอย่างยั่งยืนต่อไป
On 8 June 2026, Ms. Kanyarat Angkanavisalya, Director of the Internal Security Affairs Division, represented the Royal Thai Government at the Donor Briefing organized by the United Nations High Commissioner for Refugees (UNHCR). The meeting was attended by Mr. Raouf Mazou, Assistant High Commissioner for Operations of UNHCR, Ms. Tammi Lynn Sharp, UNHCR Representative in Thailand, representatives of donor countries, embassies, and relevant international partners
During the briefing, the Thai representative highlighted Thailand’s policy shift toward promoting self-reliance among Myanmar Displaced Persons (MDPs). In line with the Cabinet Resolution of 26 August 2025, eligible MDPs are allowed to work outside temporary shelters under specified conditions and in compliance with Thai laws and regulations. The policy is designed to empower MDPs to become more self-reliant by expanding access to livelihood opportunities, reducing dependency on humanitarian assistance, and enabling them to support themselves and their families in a sustainable manner.
During the meeting, the National Security Council (NSC) briefed participants on the Roadmap for MDPs, which serves as a comprehensive framework for coordinating the efforts of relevant agencies and strengthening cooperation with international organizations and donor partners in support of the transition toward self-reliance
Participants commended Thailand’s longstanding commitment to providing protection and humanitarian assistance to MDPs for more than four decades, as well as the significant progress made in advancing sustainable solutions. Recognition was given to measures promoting self-reliance, including the issuance of identification documents to eligible MDPs authorized to work outside temporary shelters. These documents play a crucial role in facilitating lawful employment and expanding access to livelihood opportunities
UNHCR and donor countries expressed their readiness to support Thailand throughout the transition process through technical cooperation, including vocational skills development, workforce training, employment preparedness, and capacity-building for relevant agencies. This strong commitment of support underscored the international community’s confidence in Thailand’s efforts to promote self-reliance among displaced persons from Myanmar through a balanced approach that integrates humanitarian, security, and development considerations
The meeting further reaffirmed the importance of sustained cooperation among Thailand, UNHCR, donor countries, and international partners in advancing durable and sustainable solutions for displaced populations.
