เมื่อวันพฤหัสบดีที่ ๑๘ มิถุนายน ๒๕๖๙ องค์การความร่วมมือระหว่างประเทศญี่ปุ่น (JICA) นำโดย Mr. Yoshifumi Yamanaka ผู้อำนวยการกรมเสริมสร้างสันติภาพและความร่วมมือภาครัฐ สำนักงานใหญ่ ณ กรุงโตเกียว พร้อมคณะ และนางมาริ อะกิยามะ อัครราชทูตฝ่ายการเมือง สถานเอกอัครราชทูตญี่ปุ่นประจำประเทศไทย เข้าพบหารือกับนายฉัตรชัย บางชวด เลขาธิการสภาความมั่นคงแห่งชาติ ณ สำนักงานสภาความมั่นคงแห่งชาติ ทำเนียบรัฐบาล เพื่อแลกเปลี่ยนความคิดเห็นเกี่ยวกับแนวทางความร่วมมือระหว่างประเทศไทย รัฐบาลญี่ปุ่น และ JICA ในการส่งเสริมคุณภาพชีวิตและการพึ่งพาตนเองของผู้หนีภัยจากการสู้รบ (ผภร.) ในพื้นที่พักพิงชั่วคราว
ในการหารือ JICA ได้รายงานผลการดำเนินงานที่ผ่านมา พร้อมหารือแนวทางความร่วมมือกับหน่วยงานภาครัฐของไทยในด้านการส่งเสริมการมีงานทำ การพัฒนาทักษะอาชีพ และการเตรียมความพร้อมสู่การพึ่งพาตนเองของ ผภร. เพื่อสนับสนุนการดำเนินการตามแนวทางการดำเนินการภาพรวม (Roadmap) ของรัฐบาลไทย
เลขาธิการสภาความมั่นคงแห่งชาติได้แสดงความขอบคุณต่อรัฐบาลญี่ปุ่นและ JICA ที่ให้การสนับสนุนประเทศไทยอย่างต่อเนื่อง โดยเฉพาะด้านการศึกษา สาธารณสุข และการพัฒนาศักยภาพของ ผภร. พร้อมเน้นย้ำถึงความสำคัญของการส่งเสริมการพึ่งพาตนเองควบคู่กับแนวทางการแก้ไขปัญหาอย่างยั่งยืนของรัฐบาลไทย ทั้งนี้ ภาคธุรกิจญี่ปุ่นในประเทศไทยยังสามารถมีส่วนสำคัญในการสนับสนุนการจ้างงานและพัฒนาทักษะของ ผภร. ในอนาคต
การหารือครั้งนี้สะท้อนถึงความสัมพันธ์อันแน่นแฟ้นระหว่างประเทศไทยและญี่ปุ่น รวมทั้งบทบาทสำคัญของ JICA ในฐานะหุ้นส่วนการพัฒนาที่สำคัญของไทย โดยสำนักงานสภาความมั่นคงแห่งชาติจะสานต่อความร่วมมือกับรัฐบาลญี่ปุ่นและ JICA อย่างใกล้ชิด เพื่อสนับสนุนการแก้ไขปัญหา ผภร. อย่างเป็นรูปธรรมและยั่งยืนต่อไป
On 18 June 2026, the Japan International Cooperation Agency (JICA), led by Mr. Yoshifumi Yamanaka, Director General of the Governance and Peacebuilding Department at JICA Headquarters in Tokyo, together with his delegation and Ms. Mari Akiyama, Political Minister of the Embassy of Japan in Thailand, paid a courtesy call on Mr. Chatchai Bangchuad, Secretary-General of the National Security Council (NSC), at the Government House in Bangkok. The meeting provided an opportunity to exchange views on cooperation between Thailand, the Government of Japan, and JICA in promoting the well-being and self-reliance of Myanmar Displaced Persons (MDPs) residing in temporary shelters along the Thai–Myanmar border.
During the discussion, JICA presented updates on its ongoing support for MDPs and explored potential areas of cooperation with relevant Thai government agencies, particularly in employment promotion, vocational skills development, and preparations for self-reliance. These efforts are intended to support the implementation of the Thai Government’s Roadmap for Addressing the Situation of Myanmar Displaced Persons.
The Secretary-General of the NSC expressed appreciation to the Government of Japan and JICA for their continued support to Thailand, particularly in the areas of education, public health, and capacity development for MDPs. He also emphasized the importance of promoting self-reliance alongside Thailand’s sustainable solutions framework for addressing the MDPs situation. In this regard, Japanese businesses operating in Thailand could play a constructive role in providing employment opportunities and skills development for MDPs in the future.
The meeting reaffirmed the close and longstanding partnership between Thailand and Japan, as well as JICA’s important role as one of Thailand’s key development partners. The NSC will continue to work closely with the Government of Japan and JICA to advance practical and sustainable solutions for Myanmar Displaced Persons while supporting Thailand’s broader humanitarian and development objectives.
